The Problem

Transformation is the watch-word in the nation security /defense community. With the order of magnitude increase in the number and type of threats, and the number and type of technologies that are available to counter these threats (intelligence sensors, weapons, joint forces), the department is moving towards network-centric warfare (NCW).

NCW involves managing and leveraging the dynamic relationships among:

  1. Sensors / interfaces regardless of data formats and processing hardware
  2. Decision makers regardless of their location and understanding (strategy/tactics/operations)
  3. Effectors (warfighters and operators) regardless of service.

Networking is the key enabler of the joint transparency necessary for speed and the shared situational awareness necessary for effective action. NCW requires horizontal integration through information sharing in strategic, operational, and tactical environments.

Unfortunately, current Department of Defense and simliar systems remain highly stovepiped and disjointed. Moreover, data lacks semantics so information must often be distilled manually. The information itself is not formatted for analysis, making it difficult for users to see and communicate the situation. The staff is heavily reliant on reserve augmentation and suffers from suboptimal skill sets and operational continuity. As a result, many personnel are tasked on repetitive or redundant tasks, have limited situational awareness, and have little ability to sort through the data glut. The need to dynamically fuse information is a strategic issue that limits proactivity and forces the organization to operate and fight in a predominantly reactive mode.

The Solution

Digital Harbor's solutions for NCW radically improve execution power by networking warfighters, support operators, and decision makers to achieve shared awareness, increased speed of command, higher-tempo of operational execution, increased agility, increased survivability, and more rapid, effective decision making.
  • Real-time dashboards deliver a common operating picture to increase awareness and understanding of tactical and operational situations
  • Collaborative business processes increase execution speed and enable "real-time sense and response" to exceptions in the context they occur
  • Composite applications improve total asset visibility to maximize lethal and support effectiveness and reduce operational risks

The Benefits

  • Provide a 360° view of the mission.
Integrated decision support systems eliminate stovepipes
  • Reduce manpower requirements.
Automating 80% of reporting reduces the labor required to collate and assemble a whole picture.
  • Increased speed of execution.
Create the ability to collaborate through cross-application workflow.
  • Increased agility.
Create the ability to rapidly construct new business processes while leveraging existing information assets.
