Transformation is the watch-word in the nation security /defense community. With the order
of magnitude increase in the number and type of threats, and the number and type
of technologies that are available to counter these threats (intelligence sensors,
weapons, joint forces), the department is moving towards network-centric warfare (NCW).
NCW involves managing and leveraging the dynamic relationships among:
- Sensors / interfaces
regardless of data formats and processing hardware
- Decision makers regardless
of their location and understanding (strategy/tactics/operations)
- Effectors
(warfighters and operators) regardless of service.
Networking is the key enabler of
the joint transparency necessary for speed and the shared situational awareness
necessary for effective action. NCW requires horizontal integration through
information sharing in strategic, operational, and tactical environments.
Unfortunately, current Department of Defense and simliar systems remain highly stovepiped and disjointed. Moreover, data lacks
 semantics so information must often be distilled manually. The information
itself is not formatted for analysis, making it difficult for users to see and
communicate the situation. The staff is heavily reliant on reserve augmentation
and suffers from suboptimal skill sets and operational continuity. As a result,
many personnel are tasked on repetitive or redundant tasks, have limited situational
awareness, and have little ability to sort through the data glut. The need to
dynamically fuse information is a strategic issue that limits proactivity and forces
the organization to operate and fight in a predominantly reactive mode.
